Scutum System
----Neolink Cyber Technology (Holding)
Limited has long time devoted himself in the development of the constabulary
trunked system. Neolink has also participated in the constitution and
perfection of the system and on his own developed the Scutum Constabulary
Emergency Radio Communication System.
----The basic constitutional unit of Scutum
is RLX-8100 Local Radio Exchange System. RLX-8100 is a third-generation
radio communication platform developed by Neolink Technology. The system
includes central control unit, channel control unit, digital exchange
unit and line interface unit. Maximum capacity of single site is 20channels.
----As the network extends, the RNX-800
Local Radio Exchange Center (developed by Neolink) can connect as many
as 80 sites, 720 channels and construct an extensive local radio communication
network. Working with the mighty network management system, the system
can be applied in more fields. Except the basic functions of the MPT-1327
signaling system (individual call, group call, fleet call, patched call,
system call, line and radio connection, user ID confirmation, alert
call, conversation timing, priority classification, call queuing, control
channel swapping, etc.) the Scutum also has some functions that are
very practical to the constabulary use.
----Remotely Monitoring: when the mobile
console meets an emergency, push the alert button on the mobile terminal
to send alert signals. The central dispatching console remotely activates
the mobile console, so that the dispatcher can monitor the environmental
sounds of the locale.
----Dynamic Regrouping: To meet the needs
of dispatching, ODIN2000 can regroup the mobile consoles by radio instructions.
----The new group number is not preset
in the mobile console, and the user is not required for any operation
before regrouping.
----Encryption: the confidential levels
of the system are: in network level and outside network level. All legal
users in the network is managed by the control channel, none of which
can monitor through conversation channel without permission.
----Failure ignoring: To improve the system's
liability, the Neoline system attaches great importance on failure ignoring
and stability. The system control is leveled and dispersed. The central
controller timely checks the status of each function module, while the
each module monitors the condition of the central controller at the
same time. Any partial failure will only influence part of the job.
Failure ignoring functions:
a. the system can keep the mobile-to-mobile communication under DEX
exchange unit failure
b. If CMM of the radio control channel module is damaged, the system
will lock the channel.
----Scutum uses the CPSX numbering, which
is customized for the use of the constabulary radio trunked system.
The corresponding number and the user number together is simplified
to 5 digits (originally 7(4+3) or 6(4+2) digits); 5 digits number is
enough for Multi-band calls. Group sizes is classified into 5 levels:
810, 405, 270, 135, thus to meet the need of the different user numbers
of each department and thus to avoid occupation of too much number resource.
----After it was introduced to the market,
the Scutum system has been highly praised by the users for its stability,
function multiplicity and reliability. It has been successfully working
in Changsha and Yongkang and has helped the police to improve the efficiency
and to inhibit the crime.
